The Manitoba Water Services Board requests your Proposal for the supply and related support services for: City of Portage la Prairie Water Treatment Plant Upgrade Project - Supply of Membrane Treatment Equipment consisting of first-stage “immersed” Microfiltration (MF) or Ultrafiltration (UF) membrane system followed by second-stage Nanofiltration (NF) or Reverse Osmosis (RO) membrane system treating surface water from the Assiniboine River and producing a permeate flow of 38 MLD at 0.5 degrees Celsius. The
final permeate will be blended with treated water from the existing lime softening plant prior to distribution.
ii) Upon the completion of a review of Proposals received, it is the intent of the MWSB to pre-select the successful Proponent and incorporate it into the Construction Contract for the City of Portage la Prairie Water Treatment Plant Upgrades.
a) The overall general Construction Contract will be for the City of Portage la Prairie Water Treatment Plant Upgrades which is anticipated to be tendered in August 2025 and awarded to a Construction Contractor if project is within budget.
iii) The Supply Contract referred to in this RFP concerns the supply of equipment and services for the supply of a complete Membrane Treatment Equipment capable of treating raw water from the Assiniboine River source at Portage la Prairie and producing a total permeate flow of 38 MLD, as part of the City of Portage la Prairie
Water Treatment Plant Upgrade Project. The equipment will include but not limited to an Integrated Membrane System (MF or UF followed by NF or RO), including
automatic self-cleaning strainer, pre-oxidation, enhanced coagulation, flocculators, pumps, compressors, blowers, chemical feed systems, clean-in-place, associated
control systems and ancillary items necessary for a fully functional membrane treatment system, as further described in this RFP.
a) The Work under the Supply Contract will be performed in two phases, as further described in this RFP:
Phase 1: PART A Shop Drawings
Phase 2: PART B Equipment Supply and PART C Commissioning and Guaranteed Performance Testing Work
MWSB will award the successful Supplier both Phase 1 and Phase 2 work for the agreed to pricing. The Supplier will only proceed with Phase 1 work with the initial award of the Supply Contract. The Supplier will then proceed with Phase 2 work only when a Novation Agreement has been signed and the Supply Contract has been transferred to the Construction
Contractor.
iv) The equipment supplied under the Supply Contract will be field installed by others under the Construction Contract. The Supplier shall provide supervisory personnel
to witness, coordinate, and provide all necessary instructions to ensure satisfactory off-loading, storage and installation on site and testing and commissioning of the
equipment supplied. The Construction Contractor will provide all necessary labour and equipment to off-load, position and install the equipment under the supervision
of the Supplier.
v) Project timelines are:
a) Anticipated date of award and signing of Supply Contract to successful Proponent is  November 29, 2024
ii. This triggers commencement of Phase 1 Works for Part A.
ii. This triggers the commencement of Phase 2 Works for Part B and C.
viii) A 24-month Process Guarantee will be required under the Supply Contract and shall be proven by formal acceptance of start-up, commissioning, and performance testing
period.
ix) The successful Supplier will be required to deliver the Material FOB Destination,
Freight Prepaid to the Site, located at:
City of Portage la Prairie WTP

x) Delivery of the Material to the Site shall be coordinated with the Construction Contractor. Proponents shall include all transportation costs in their Proposals.
xi) Details of the scope of Work required for the project are set out in the Specifications to this RFP.
